ZAPS does not undertake last-minute relocations if regulatory requirements cannot be fulfilled.
We strictly comply with all mandatory documentation, vaccinations, waiting periods, and MOCCAE veterinary inspection requirements within the prescribed timeframe. Urgency does not supersede regulatory compliance, and relocations will not be accepted if legal or operational timelines cannot be met.
Mandatory MOCCAE Veterinary Inspection – Operational Constraints
All pet exports from the United Arab Emirates are subject to a mandatory veterinary inspection carried out exclusively at MOCCAE-accredited veterinary centers.
These centers are limited in number, located in specific cargo or restricted zones, and operate under fixed schedules. Appointments must be booked in advance and are subject to availability.
The inspection process involves strict time constraints, potential waiting periods on site, and requires continuous supervision of the animal. This process is mandatory and cannot be bypassed.
ZAPS works with a dedicated operational partner to manage transport, on-site presence and supervision. While we make every effort to minimize associated costs, this service must be remunerated at its fair value.
As inspection logistics depend on multiple variable factors, the cost cannot be determined in advance and is calculated based on:
• Distance between the animal pick-up location and the MOCCAE center
• Time spent on site (including waiting time)
• Total duration of the inspection processes
These costs are quoted transparently and charged separately, based on actual time and distance incurred.
Export permits and official veterinary inspections are issued by the Ministry of Climate Change & Environment (MOCCAE).
• Official government export fee: AED 100 only + Service charge on the debit/credit card used
• Covers the export permit and the official veterinary inspection
• Paid directly to government authorities via online with credit card or debit card OR at the government office physically with credit card or debit card.
The government fee does not include transport, waiting time, supervision or logistics required to access MOCCAE-accredited centers.
All animals exported from the United Arab Emirates are subject to mandatory customs clearance procedures.
Customs clearance is handled by a licensed customs broker and is strictly charged at cost, based on official broker fees and port or cargo terminal requirements.
ZAPS does not apply any mark-up on customs clearance services.
Cargo Assist (Optional Add-On)
For pet owners whose animals must travel via air cargo and need structured support navigating the mandatory cargo-agent booking process. This add-on ensures the owner is fully prepared and compliant without replacing the licensed cargo agent.

• ZAPS does not book cargo freight (only agents are authorised)

• Agent fees and airfreight charges are paid directly by the client
